Remarks  In August 2011 the aircraft  suffered a propeller  strike from taxiing over uneven pavement. The  engine and propeller were removed and Hot section Completed, several months later the initial incident the pilot  took the airplane on the post maintenance test  flight. During climb out the engine could not produce power due to an incorrectly installed Power Control Cable.  The pilot feathered the propeller and kept the  landing gear up until the runway was made. On  short final the pilot selected the landing gear  down. The landing gear did not fully extend  prior to touchdown resulting in the gear  collapsing,  All repairs to airframe were  completed by Interstate Management in North  Charleston, South Carolina and the engine  inspected by Pratt & Whitney.
